The Role of Rawa Singkil Wildlife Reserve for Tropical Rainforest Heritage of Sumatra
Taman Nasional Gunung Leuser (Gunung Leuser National Park) in Aceh has been listed by UNESCO as one part of The 'Tropical Rainforest Heritage of Sumatera', together with other two separated national parks in Sumatera (see: Tropical Rainforest Heritage of Sumatra - UNESCO World Heritage Centre and the nomiation document can be seen here : http://whc.unesco.org/uploads/nominations/1167.pdf). Although the map of the national park does not include the Rawa Singkil Wildlife Reserve, The nomination document has introduced its important as a buffer zone area of the conservation. It is stated that the History of TNGL was actually can be traced back in 1914 when local Acehnese Leaders asked Dutch colonial government to protect the forest of Singkil and Alas (see page 47 of the nomination document). It is also mentioned in page 194 of the document that The Singkil Barat Wildlife Reserve is currently playing a significant role for the conservation of Sumateran Orangutan.

The indigenous people is not supposed to take the biggest stakes for bearing the opportunity costs of forest and wildlife conservation. Most of them live in poverty which is partly occurred because of limited access to land property rights. The past policy of forest conservation with full government control has limited the availability of alternative livelihoods for those people. The new policy direction towards a greater community's rights on forest management can improve indigenous inhabitants' livelihoods. The indigenous people can be educated to take the advantages of forest in a sustainable way. In addition, the scheme for the community forest management should be design to give more opportunities for the poorest among the indigenous to participate in the scheme and take benefits of it.
